Introduction to the Project
Background and scope
In light of the state’s concern with education and considering it as the
primal national project needed to face the new millennium with all it's
dimensions and all the challenges which it possesses, especially for
developing countries; under such severe competition where there will be
no place, except for the distinguished, it was a must for the subject of
performance assessment and quality assurance of higher educational
organizations in Egypt, to be the chief concern when implementing the
strategies of developing education. Aiming to develop programs that
produce individuals with advanced knowledge in different areas, who
appreciate learning and are constant learners and who are prepared to
address creatively issues of significance to the local and global
community for improving the quality of life.
In order for Egypt to cope with the outcomes of globalization, it was
considered essential to create a well educated, motivated workforce that
is willing to meet the international standards of quality to achieve the
sought economic development. Hence, the president of Egypt, found it to
be a necessity to upgrade the existing system of education through
implementing quality assurance policies in the diversified educational
organizations in order to increase the skills of graduates together with
their competitive capacities. The National Quality Assurance and
Accreditation Agency (NQAAA), [agreed upon in the higher educational
conference of the year 2000] thus will be the means by which the
previous goals shall be achieved.
The Faculty of Physical Education for Girls, Alexandria University as an
academic organization, operating under laws and legalities that control
the implemented system within, and has participated in inducing several
development programs aims to meet the set international standards of
higher education, in an attempt to participate in the formulation of the
new development strategies in Egypt.
However, this must be done with reference to the standards and
benchmarks that are carefully chosen by the higher educational
institution in accordance with its mission.
The Faculty of Physical Education for Girls, Alexandria University as an
academic organization, operating under laws and legalities that control
the implemented system within, and has participated in inducing several
development programs.
The Faculty offers its educational, social and research services to more
than 1000 students who receive their bachelor’s degree in different
majors such as; Curriculum & Teaching Methods Of Physical Education,
Sports Training & Kinetics , Sports Management and Re-Creation. As well
as granting PhD and Master Degrees in the former majors in addition to;
health, educational and psychological sciences.
The faculty also conducts research and scientific studies for community
service and environmental development in addition to offering scientific
counseling for the government’s institutes that work in sports and
recreation fields.
The academic staff reaches up to (153) members in addition to (60)
assistants, in addition to employees staff (administration, technical)
Of about (188) members.
The proposed project by the faculty of physical education for girls of
Alexandria University is aiming to establish an internal quality
assurance system importance.
In the light of this diversified system of educational, research and
public service programs and with the continuous increase in the number
of beneficiaries from these programs, it became essential to perform a
well-rounded, comprehensive study to:
- Evaluate the programs that are offered by the Faculty in the
previously mentioned subjects.
- Identify the facilities and the basic research methods which help
offer programs that are in the aimed level of quality.
The contents
Quality assurance requires quality assessment. Assessment must become a
critical part of the culture of the faculty. It helps to identify where
and how to improve our efforts.
The suggested study covers the following main fields:
1 - The Academic
programs include the following points:

The demands of registration in these programs.
• The distribution of the
students on the varied programs.
• The numbers of courses
taught in each program.
• The ratio of students to
the professors.
• The educational method
applied.
• The applied methods of
evaluation.
• The qualifications of the
different staff members.
• The occupational degree
of the staff members.
• The different approaches
in research fields and development of
courses.
2 - The administrative system which includes
the following points:
• The number of employees
in the administrative system.
• Their distribution on the
different units.
3- The faculty premises and assets.
• Seminar rooms and other
accommodations required for instruction, research and public service.
• Academic facilities:
Library facilities, Computer labs. (LAN), laboratories, and performance
space.
• Multimedia equipment and
other resources necessary for effective multi-method teaching/ learning.

Project Description
General objectives
The project is mainly aimed at designing and implementing a Quality
Assurance System. The system is foreseen to:
1- Establish an internal performance appraisal and quality assurance
unit.
2- Raise awareness and create quality culture among Faculty staff
members, assistants, students, employees.
3- Establish the faculty mission & objectives
4- Training of trainers (TOT).
5- Prepare courses specs.
6- Prepare courses reports.
7- Prepare programs specs.
8- Prepare programs reports.
9- An annual faculty self evaluation report to determine both point of
weaknesses & strength, and set an action plan for improvement.
Methodology of the Work
- QAA Awareness.( seminars, workshops)
- Establishing an official website for the faculty.(Database)
- Periodical reporting system.
- Training (students, staff members, employees).
- Communication with the various projects within the same University.
- Communication with the Quality Assurance Center.
Outputs/Outcomes of the Project
- An internal performance appraisal and quality assurance unit is
established.
- Awareness and created quality culture among Faculty staff members
(213), students (600) and employees (120).
- A document contains faculty mission & objectives.
- Train 12 of academic staff, 6 of employees on QA procedures.
- A document contains (182) of course specifications.
- A document contains (182) of course reports.
- A document contains (4) programs specification.
- A document contains (4) programs reports.
- A document contains an annual faculty report, and set an action plan
for improvement.
Assumptions
- Support of top management (dean, vice-dean and head of departments) to
establish a quality assurance system in the faculty.
- An internal performance appraisal and quality assurance unit will be
established and considered as an essential part of faculty premises.
- Need for QA consultants.
- Cooperation with other QA units in the University.
- Cooperation with the QA center in the University.
- Preparation of course, program and annual faculty reports.
- Some Staff members, students and employees will accept the concept of
quality and cooperate with the project team.
Risk
- The possibility of lack of cooperation by some of the staff members.
- Miss-communication between the unit and different departments.
- Large numbers of programs and courses.
- Resistance of some staff members to the concept of self-assessment.
- Sudden leave of some staff members who are engaged in the project
(management and implementation teams).
- Junior staffs are not involved in the project.
- Low attendance of staff members and students during the awareness
campaigns.
- Lack of qualified and certified QA trainers.
- Low attendance of staff members during the (TOT)due to their
engagements and duties.
- Biddings delay.
